On 3 December 2018, ZESN petitioned Parliament on legislative, administrative and political gaps that exist in the Constitution and the Electoral Act.
Government, through the Parliamentary Portfolio Committee on Justice and Legal Affairs, responded swiftly to the ZESN Petition on Electoral Reforms and held a series of engagements. During one of these engagements, the Speaker of Parliament, Hon. Advocate Jacob Mudenda, called upon ZESN to coordinate with other CSOs to come up with a model law in the form of an Amendment Bill on electoral reforms, culminating in the creation of this Comprehensive Draft Bill. ZESN worked with a number of CSOs including women’s organizations, Persons with Disabilities, Youths, marginalized groups and electoral experts.
ZESN sincerely hopes that the Draft Amendment Bill and the proposals contained in it will be considered, and envisage that the adoption of recommendations will support significant improvements in the legislative framework for elections in Zimbabwe. ZESN values the engagement opportunities availed by Parliament and other electoral stakeholders on the electoral reform agenda.
