Update on HAMREF Devolution Consultative Meetings

Harare Metropolitan Residents Forum (HAMREF) held three devolution consultative meetings today in Harare, Norton and Chitungwiza.

In Harare the consultative meeting held at Town House was hosted by Combined Harare Residents Association (CHRA), Community Water Alliance (CWA) and the National Association of Society for the Care of the Handicapped (NASCOH). The target participants were Persons with Disabilities and all categories of PwDs were represented.

A 16 member national taskforce to spearhead ideal devolution framework for Persons with Disabilities, was composed and NASCOH was given responsibility to draft Terms of Reference for the taskforce. The meeting resolved that there should be a national consultative process for persons with disabilities, development of PwD Position Paper on Devolution and capacity enhancement of PwD structures. After the consultative meeting, the taskforce had its first meeting meant to prepare for HAMREF Harare Devolution Policy Conference scheduled to take place on Thursday 05 September 2019. A report will be shared on deliberations of the meeting.

In Norton, a local residents association Norton Residents Alliance convened a consultative meeting which started at 10am. The meeting was however aborted after ZRP in Norton issued a prohibition order citing unstable political environment which in police’s view emanates from ongoing demonstrations planned by a political party.

In Chitungwiza, Chitungwiza Progressive Residents Association hosted the community engagement meeting which had low turnout.

HAMREF believes that devolution should address the following:

  • Citizen participation in exercise of state power and decision making on issues affecting citizens;
  • Independence of Local Authorities, Provincial and Metropolitan Councils;
  • Devolved power and responsibilities of the state;
  • Structure of government enshrined on Section 5 of the Constitution;
  • Formula for allocation of resources.

Pursuit to the letter and spirit of Devolution contained in the Constitution of Zimbabwe, HAMREF declares the week starting 01/09/19 and ending 07/09/19, a week for CITIZEN LED DEVOLUTION IMPLEMENTATION FRAMEWORK. Pursuant to this issue, activities have been lined up and they will culminate into DEVOLUTION POLICY CONFERENCE scheduled for 05/09/2019 in Harare.
